Russian conscript faces unprecedented restrictions for skipping military draft call - DSO

For the first time in Russia, a package of restrictive measures has been imposed on a conscript for failing to appear at the military enlistment office after receiving a summons, according to the "Conscientious Objectors Movement." The organization reported that the case involves a conscript from Kaliningrad. In November 2025, he received a summons to the military enlistment office to clarify his details but ignored it. Twenty days after the scheduled date, a decision to impose five serious restrictions on the conscript appeared in the electronic military registration system: a ban on registering as an individual entrepreneur; a ban on registering as a taxpayer of professional income; suspension of cadastral registration and/or property rights registration; restriction of the right to drive vehicles; and a ban on vehicle registration. The DSO notes that in addition to a travel ban abroad, the military enlistment office can impose six additional restrictions. In this specific case, the conscript was only not forbidden from entering into credit and loan agreements. "So far, this is the first imposition of additional restrictions in Russia through the electronic military registration system. Before this, we only encountered restrictions related to a ban on leaving the country," the human rights activists emphasized.
